( KWIC news Jan.08 Satoko Tomiyama) Though there has been no response to the proposal of the so-called alliance of the Three Countries (Russia, India, and China)?made by the Russian Prime Minister Premakov, yet this may mean that Russia will make some adjustments to its relationships with India and China in the future and these adjustments will, in turn, be reflected by the different technical levels at which Russia will cooperate with these two countries in the area of the national defence industry. China has always complained that Russia holds a reserved attitude toward the export of its weapon technology. However, the willingness that Russia has recently expressed to export to China the AL31FU thrust vector engines (TVC) and the SU30MK fighter planes indicates that Russia will further east its relevant restrictions under the new circumstances where the sudden occurrence of the Persian Gulf crisis again brought the Russia-US relationship down to a low level and Russia requests more from China. According to the information from Russia¡¡ military industry, Russia will, once again, re-evaluate and determine its policy on the export of military technology in the third quarter of 1998 in an effort to boost its weapon export for the year of 1999 and to garner adequate capital for the purchase of the weapons necessary for the development of Russia¡¡ national defence industry, especially the new generation of fighter planes.
