The Military Theorists are Discussing the "Information Superiority".
KWIC News November 26: The Chinese army is becoming more and more interested in the discussion about the "information warfare". The new idea believes that at present, the "information superiority" is the primary manifestation of the "military superiority". It stresses that in the future, preparations must be well and fully made for the "psychological warfares of information". To this end, the first thing to do is to be well prepared and to work out a plan. Importance should be attached to making full use of the functions and impacts of the independent Western news agencies. In the meantime, efforts should be made to develop information technology and to expedite the research and manufacturing of the cost-effective, yet substantial and useful information weapons, thus creating an "unparalelled superiority" in a certain area. In terms of the development of the weapons and methods used to attack the enemy's information system, the new idea points out the two areas as the focus of the research. 1. Various hard and soft destructive weapons should be vigorously developed with the information systems as their targets. They include the electromagnetic weapons, virus weapons, logical bombs, program captors, and the equipment necessary for the strategic psychological warfare. 2. A large number of talented personnel should be trained to develop the information property and system of China. This will help obtain more information and stop up more loopholes.
In terms of the command system of the "information warfare", one of the 863 program sponsors and the academician of the Chinese Engineering Institute, Chen Fang Yun, proposed the concept of organizing all efforts to focus on this issue. On the basis of this concept, scholars put forward an idea of setting up a highest-level military leading group for the electronic warfares and establishing the special organizations for the study of the electronic and information warfare theories.
On the basis of the above consideration, it is possible for the Chinese army to form an organization in charge of the information warfares inside the Headquarters of the General Staff and create the "computer force" in the near future, in conjunction with the new military structural reform ( Kanwa Information Centre).
